We can turn off helms and capes. Why not shoulders? All the armor sets are mostly skins with no 3d graphics and the shoulders are just big bulky sometimes ridiculous ornaments that sit ontop of it. Or in the case of a Blood elf they dont sit on your shoulders. They actually hover above them and look stupid.
